[CI] Non-Inquisition Event

Dear Chris,

I'm not sure what the current policy is on sending players notices of 
non-Inquisition events.

Nor am I sure what my own feelings are. On the one hand, attachments 
such as the following could be regarded as spam. On the other hand, I 
don't want friends met through the quiz league to feel slighted or left 
out because I didn't let them know what I was doing.

I'd welcome your guidance.
